Standing Committees

Policy and Ordinance Committee

The Policy and Ordinance Committee responsibility is to ensure that the IVRPD policies are in conformance with park and recreation law which is governed by California Public Resources Code Sections 5780-5791.7. Policy changes are authored by the Committee and submitted to the full Board for consideration. The Policy and Ordinance Committee is made up of two Board members, up to three community members, and is supported by the General Manager and Assistant General Manager. The full Board appoints the Committee members every January. Community members are volunteers and must live within the District.

Finance Committee

The Finance Committee is concerned with the financial management of the District, with its primary function being the annual budget. The Committee reviews and suggest changes to the draft preliminary budget that has been prepared by staff. The budget is prepared by comparing expenditures of the prior three years with consideration given to anticipated revenue changes, union contracts, District infrastructure needs, capital projects and other anticipated expenses. Once the Committee's recommendations have been incorporated into the draft budget, it is then presented to the full Board during public budget hearings for their review and comment.
The Finance Committee is made up of two Board Members, up to three community members, and is supported by the District General Manager and Fiscal Officer. The full Board appoints the Committee members every January. Community members are volunteers and must live within the District.

Personnel Committee

The Personnel Committee considers employee concerns with its primary function being recommendations for the selection of the General Manager, and negotiation of the Union Contract. The Personnel Committee also considers Union grievances when they cannot be resolved at the staff level.
